Wir suchen dich als Senior Program Manager:in. Du bist Teil unseres Fellowship Teams und gemeinsam seid ihr dafür verantwortlich, das Fellowship Programm Work4Germany als führendes Transformationsformat in Deutschland zu etablieren. Mit Work4Germany begleiten und unterstützen wir die digitale Transformation der Verwaltung, indem wir Deutschlands inspirierendsten Transformationsexpert:innen aus dem Nonprofit- und Privatsektor mit engagierten Mitarbeitenden aus allen Bundesministerien zusammenbringen. Während des sechsmonatigen Fellowships arbeiten die Tandems gemeinsam an bereichsübergreifenden Herausforderungen, gestalten Arbeitsprozesse neu und verstärken iterative und methodische Arbeitsweisen.

Details zu der Rolle:
  • Du entwickelst die Strategie des Fellowships kontinuierlich und erkenntnisgetrieben weiter, eng verknüpft mit der Mission des DigitalService.
  • Du arbeitest eng mit Verantwortlichen in Ministerien und Behörden zusammen, um die besten Projekte für das Fellowship auszuwählen und diese methodisch, inhaltlich und organisatorisch vorzubereiten und zu begleiten. 
  • Du baust vertrauensvolle Beziehungen zu unterschiedlichen Stakeholdergruppen auf, arbeitest mit ihnen konstruktiv zusammen und freust dich darauf, tief in das komplexe Umfeld der öffentlichen Verwaltung einzutauchen.
  • Mit dem Team entwickelst du Formate, die die Zusammenarbeit der Fellowship-Teilnehmenden bestmöglich fördern und interministerielle Synergien schaffen. 
  • Du begleitest Fellows und Partner:innen aus Ministerien während der Fellowship-Laufzeit und bist für eine bestimmte Gruppe Hauptansprechperson in allen Belangen.
  • Du betreust, berätst und coachst die Fellows bei der Umsetzung ihrer Projekte und Methoden so, dass sie einen größtmöglichen Mehrwert innerhalb der Fellowship-Laufzeit generieren.
  • Du unterstützt die Evaluation und Auswertung der Programmwirkung und die Weiterentwicklung der Programme.
  • Du schaffst einen vertrauensvollen Raum, in dem Erkenntnisse und Learnings aus dem Fellowship zusammengetragen und sowohl in unsere Organisation als auch in die Ministerien zurückgespielt werden.
  • Du vertrittst und präsentierst als Teil des Teams das Fellowship bei Konferenzen, Vernetzungstreffen und anderen Event-Formaten.
Dein Profil
  • Du verfügst über profunde Erfahrung in der Leitung oder Steuerung komplexer Projekte und hast Freude daran, in interdisziplinären Teams zu arbeiten. 
  • Du bringst umfangreiche Kenntnisse im Bereich Organisationsentwicklung und Kulturentwicklung mit und hast idealerweise schon Change Management Projekte geleitet und Partizipationsprozesse gestaltet.
  • Du verfügst über ein tiefes Verständnis für Anwendungen von agilen Methoden und nutzer:innenzentrierter Produktentwicklung, um mit Expert:innen diskutieren zu können.
  • Du konntest bereits einschlägige Erfahrung mit der öffentlichen Verwaltung oder ähnlichen hoch regulierten Systemen sammeln. Die Herausforderungen im Spannungsfeld zwischen agiler und klassischer Vorgehensweise sind dir bekannt und du hast sie bearbeitet (Change Management). 
  • Empathische und zielgerichtete Kommunikation ist deine Stärke und du verstehst es, auch in Konfliktsituationen als Übersetzer:in zwischen verschiedenen Welten zu agieren und Inhalte zielgruppengerecht aufzubereiten.
  • Du bist ein Organisationstalent und verlierst auch unter hohem Arbeitspensum nicht den Überblick. Dir liegt es zu abstrahieren, zu strukturieren und zu orchestrieren.
  • Du wohnst in Berlin oder es ist dir möglich, sehr regelmäßig an Präsenzterminen in Berlin teilzunehmen.
  • Du sprichst fließend Deutsch und Englisch (Sprachniveau C), denn wir sprechen im Arbeitsalltag beide Sprachen.

Your mission
We are looking for a Senior Program Manager. You will be part of our fellowship team and together you will be responsible for establishing the Work4Germany fellowship program as the leading transformation format in Germany. With Work4Germany, we accompany and support the digital transformation of the federal administration by bringing together Germany's most inspiring change experts from the nonprofit and private sectors with dedicated employees from all federal ministries. During the six-month fellowship, the tandems work together on cross-functional challenges, redesign work processes, and reinforce iterative and methodical ways of working.

More about the role:
  • You will continuously develop the fellowship's strategy in an insight-driven way, closely linked to the DigitalService mission.
  • You work closely with ministry and agency leaders to select the best projects for the fellowship and prepare and support them in terms of methodology, content, and organization. 
  • You build trusted relationships with different stakeholder groups, work with them in a constructive way and look forward to diving deep into the complex environment of public administration.
  • With the team, you develop formats that best promote collaboration among fellowship participants and create synergies. 
  • You accompany fellows and partners from ministries during the fellowship period and are the main contact person for a specific group in all matters.
  • You supervise, advise and coach fellows in the implementation of their projects and methods in such a way that they generate the greatest possible added value within the fellowship period.
  • You support the evaluation and assessment of the program’s impact and its further development.
  • You create a trusting space where insights and learnings from the fellowship are compiled and fed back to both our organization and the ministries.
  • You will represent and present Work4Germany at conferences, networking meetings, and other event formats.
Your profile
  • You have deep experience leading or managing complex projects and enjoy working in interdisciplinary teams. 
  • You bring extensive knowledge in the area of organizational and cultural development and have ideally already led change management projects and designed participation processes.
  • You have in-depth experience with and a good understanding of applications of agile methods and user-centered product development, and you are able to discuss this with field experts. 
  • You have already gained relevant experience in or with public administration or similar highly regulated systems. You are familiar with the challenges between agile and classic approaches and have worked on them (change management). 
  • Empathic and goal-oriented communication is your strength, and you understand how to act as a translator between different worlds, even in conflict situations. You know how to prepare content in a way that is appropriate for the target group.
  • You bring excellent organizational skills, and you do not lose your overview even under a heavy workload. You like to abstract, structure, and orchestrate.
  • You live in Berlin or it is possible for you to attend regular meetings in Berlin.
  • You are fluent in German and English (level C1), because we speak both languages in our daily work.
